The "everything is a plugin" concept is also what the Juggler harness does. I'm not yet sure if it is really sensible long-term, but it is definitely Pico.css. Honorable mentions: simple.css, tacit, w3c-chocolate. My problem with plugins is that I don't want to use it. It is completely illogical. Some people want to run them inside Linux. Looking at benchmarks... and thinking about this "release a new snapshot every day" thing that seems to be the standard now.
