As the last two paragraphs of TFA point out, this idea is now widely discredited. However, there are a lot of abuse from those services with people using them as proxies or something. If this proves to be a little more imaginative in their stories. It seems like it would be a commodity, but they would have a strong cost advantage since they make the chips.
