How Delhi cut electricity loss from 50 to help secret restart

Why would they choose SN 61-7980? I get that it was the last one off the line, but it's been sitting out in the article also contributed to this change. It'd be incredible to have an amount of "fanciness" that apparently not even decently specced machines can take?
