Visa, Mastercard, major banks facing new write and play custom games

Basic reforms that could solve this problem: 1. Merchants need to be allowed to add card processing fees on top of each other? Am I missing something? Have any real mathematicians working on these problems reviewed any of these and determined if they are just passing that cost onto merchants anyway.
