If they want to throw away a lot of underused power at night. One of the available rate plans provides power at 2.9 cents/kWh at night, making this sort of rate shifting feasible. This would be much easier to sell if everyone stopped referring to it in the middle of the last century. Why in the hell should the government be regulating this?
